About Us

The Development Engineering Division of Public Works is responsible for site civil engineering plan review, permitting, and inspections. Areas of purview may include grading, storm drainage, potable water, reclaimed water, sanitary sewer, franchised utilities (gas, power, communications), street improvements, curb & gutter, sidewalks, parking lot paving, striping and signage.

We also provide a number of other resources to the community including flood plain information, flood elevation certificates, water and sewer utility maps, public storm drain maps, archived record drawings for past site civil projects, land division maps, records of survey, and public right-of-way and easement records.

Design Standards

The Carson City Development Standards have been prepared to provide in one convenient location the various City design requirements for developing and constructing private and public projects within the City.  They are supplemented with the Carson City Standard Details for Public Works Construction / 7-2001

FEMA Flood Program

The Development Engineering Division keeps FEMA flood maps and elevation certificates on file and will gladly assist the public with obtaining information for specific properties within Carson City.  Information regarding FEMA flood maps and insurance may also be found at the following web site:  http://www.fema.gov/flood-maps

Mandatory Sewer Connection Program

“The Mandatory Sewer Connection Program was created and defined by Resolution No. 1995-R-31 to protect the groundwater supply from contamination from septic systems in the southeast area of Carson City. 12 phases were identified which consisted of areas in Carson City where the density of individual sewage disposal systems was a concern. To date, 9 of the 12 phases have been completed. An updated resolution, Resolution No. 2023-R-4, was created for the 3 remaining phases which are phases 9, 10 and 12. The resolution requires that all properties in the designated areas must sewer their properties using the Carson City sewer system, as it becomes available. The resolution allows for the waiving of the current sewer connection fee and permit fees if the property owners connect within 48 months of notification that sewer has become available.  The Southeast Carson City Mandatory Sewer Connection Program area is defined as being bounded by parcels adjacent to the south side of Clear Creek Road and Snyder Avenue to the south, east side of Highway 395 to the west, south of Kingsley Lane to the north, and BLM property east of Gentry Lane.
